MINUTES OF ANNUAL MEETING
SEPTEMBER 7, 2006

The annual Red Rock Roads Board meeting began at 7:00 p.m. at Collegiate Heights Retirement Residence, Activity Room. Twenty four landowners were present. Bill Skouris, Chairperson for the Board introduced the Head Table: Harvey Bedford, Municipal Supervisor from MTO, Roger Bangs, Senior Municipal Supervisor, Laura Coccimiglio and Chris Carter Roads Board Trustees and Brenda DiSisto, Roads Board Secretary.

Brenda read the minutes from the meeting held in 2005. There were no errors or omissions and the minutes were accepted by Domenic DiSisto and seconded by Rick Sutton. Roger Bangs read the report of Receipts and Expenditures for MTO.
There were questions from the floor regarding Brascan repairing the road and concerns about ditching, being over budget.
There was a motion to accept the statement by John Coccimiglio and seconded by Don Kaupp.

Brenda read the Board’s Statement of Receipts and Expenditures. Discussion was held on the use of Brascan funds and road maintenance. Concerns about the sanding and plowing on the city portion of the road were discussed. Mention was made about the concern of the amount of tax dollars in arrears. The majority of the arrears were from this year with only 3 outstanding from previous years. Don Kaupp motioned to accept the statement and seconded by Peter Siklosi.

Some landowners had a few complaints about the inconvenience with the wind farm project and felt that Brascan received a real good deal from us and we made it easy for them. There were concerns that we should have in writing the commitment we are receiving from Brascan. Chris Carter assured the landowners that we do have a written document from Brascan stating that the road will be returned to its original condition from the spring of 2005 before the construction of the wind farm.


Old Business


There was discussion on signs. The LRB requested a yield sign for the corner of Red Rock Road and Lakeshore Drive. This was approved in August, 2006. The yield sign should be up soon. A request for signs to aid in security of our neighbourhood was made. Joe DiSisto offered to make the signs and the MTO will approve the location of these signs.

The COMRIF Intake 2 funding application that was sent in the fall of 2005 was declined.

New Business


It was suggested that we re-submit the request for the COMRIF Intake 3 funding.
A resolution was proposed by Rick Sutton and Seconded by Domenic DiSisto: for the re-alignment of Red Rock Road through “Bouchard Hill” as the priority work for the 3rd Intake of the COMRIF grant application.
Resolution was carried.
Therefore be it resolved: That the re-alignment of Red Rock Road through “Bouchard Hill” is the priority work for the 3rd Intake of the COMRIF grant application.

It could cost up to $500 per landowner over three years. Some landowners thought it was a large amount. Discussion was held that it was only for three years and it would be a benefit to all, the road would improve a lot and be a benefit to all. There were concerns about those landowners not paying. It was noted that this would be treated as a tax and if not paid it would be considered taxes in arrears.
Moved by Rick Sutton and seconded by Domenic DiSisto that the LRB portion of the funds required to cover COMRIF Intake 3 will be a new tax of up to $500 per landowner payable over a three year period with accordance with the Local Roads Board Act.

This will be in addition to the annual “minimum tax.” And will not be required if the COMRIF grant is not received.
17 in favour and 7 against. Motion carried.

Therefore be it resolved:

This will be in addition to the annual “minimum tax.” And will not be required if the COMRIF grant is not received.

Motion was made by Dan OConnor and seconded by Domenic DiSisto
that the minutes of this meeting be mailed to all landowners, so all would know about the COMRIF funding (if approved) and the cost to landowners.
Motion was carried.

Jim Mancuso mentioned that having access to Saultseller.com would be helpful. He has volunteered to post Red Rock Local Roads Board information on this site. Look for the minutes and grant updates on this site soon.

It was mentioned that Bell Canada will not put in a phone line if the landowner does not have an emergency number. Lot numbers must not be used to identify your property. An emergency number is required. Contact Sault North Planning for information on your emergency number.

Minimum tax

Next on the agenda was the minimum tax. A motion by Jim Mancuso and seconded by Rick Sutton to leave the tax at $200.00.
By show of hands, all in favour of leaving the minimum tax at $200.00



Nominations for Trustees


Next were the nominations for trustees for 2006.

Rick Sutton, Bill Skouris, Laura Coccimiglio, Chris Carter and Karen Raybould were nominated.

Rick Sutton declined and Bill Skouris said he would resign and not run again.

The 2007 trustees are Laura Coccimiglio, Chris Carter and Karen Raybould. The chairperson will be decided later.

A motion to adjourn the meeting was made by Rick Sutton and seconded by Domenic DiSisto.
Meeting adjourned at 9:30 p.m.
